The Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996)

Under the provisions of the ‘The Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996)’ brought by the Congress Party, facilities like maximum working hours per day, weekly leave, making overtime payment compulsory, clean drinking water at the workplace, toilets and urinals, temporary accommodation at the workplace, place for cooking, proper bathing arrangements, laundry arrangements, toilet facilities, crèche arrangements for small children, first aid arrangements, canteen arrangements, adequate security arrangements, proper treatment in case of any kind of accident etc. have been provided for the construction workers.

Registration Authority for Labour Card
At present, all Assistant Directors, Industrial Safety and Health and all Assistant Labour Commissioners and all Labour Inspectors have been authorised by the Labour Department to register construction workers.

Registration - Age 18 to 60
The worker should have worked as a construction worker for at least 90 days or more in the last 12 months and should not be a member of any other welfare board.

Procedure:
After filling the application, one has to pay an application fee of Rs. 25 and a contribution of Rs. 5 along with school certificate, birth certificate, certificate issued by a government doctor, driving licence, voter ID card, Aadhaar, ration card, passport, PAN card.

The certificate of being a construction worker will be given by an employer or contractor. If not available, it can also be given by any registered construction workers union.

Schemes run by Bhawan and other construction welfare board (Schemes run by Delhi state are being printed, may vary in other states)
1. ₹500/- for education (for two children) ₹1000 per month.
2. Maternity expenses ₹30,000/- (for two children) and abortion expenses ₹3000/-
3. Pension ₹3000/- per month on completion of 60 years of age and increase of ₹300/- per year.
4. Permanent disability maximum (ex gratia) ₹1,00,000/-
5. Advance amount for house ₹3,00,000/- on completion of 10 years of membership ₹5,00,000/- on completion of 15 years of membership
6. Disability pension ₹3,000/- per month.
7. Loan for tools Rs. 20,000/- on completion of 1 year membership
8. Grant for tools Rs. 5,000/- per 5 years (on completion of 3 years membership).
9. ₹2,00,000/- on accidental death of member.
10. ₹1,00,000/- on natural death of member.
11. ₹10,000/- for funeral
12. ₹2000/- to 10000/- lump sum for medical treatment
13. Family pension – 50% of pension amount or more than 1000.
14. Financial assistance for marriage – ₹51,000/- for marriage of registered female member or daughter of registered member and ₹35,000/- for marriage of registered male member or son of registered member
